Throughout the week, a number of significant personnel changes occurred in Kyrgyzstan.
Kanatbek Chynybaev appointed Minister of Emergency Situations.
This move was a response to the recent dismissal of Urmatbek Shamyrcanov from the position he held for only a month. The reason for the dismissal was suspicions of corruption related to his previous work as Deputy Minister.
Kanatbek Chynybaev was born on November 4, 1983, and holds a degree obtained from the Issyk-Kul State Technical University in 2006 and the Academy of Civil Defense of the Ministry of Emergency Situations of Russia in 2018. From 2006 to 2022, he worked in various divisions of the Ministry of Emergency Situations, and since July 2022, he has been on assignment at the Situational Center of the President's Administration.
Personnel changes in the Ministry of Water Resources and Agriculture.
Two deputy ministers have been relieved of their positions: Bekten Bekbolotov, who submitted his resignation, and Zhanibek Kerimaliev.
Aibek Shamenov, previously the presidential representative in the Batken region, now occupies one of the vacant positions. He worked in Batken since December 2024 and was previously the Deputy Chairman of the State National Security Committee.
Early termination of deputies' powers.
Kuvanychbek Kongantiev, a deputy of the Jogorku Kenesh, has surrendered his mandate. He was a deputy from electoral district No. 21 and served as chairman of the committee on industrial policy and construction.
He may be replaced by Chingiz Aydarbekov, the former Minister of Foreign Affairs and deputy of the Jogorku Kenesh, who received 6,259 votes in the elections.
Also, Kurmankul Zulushov, elected from the multi-mandate district No. 10, submitted a request for early resignation. The next candidate based on the voting results is Ulugbek Ormonov, who received 6,735 votes.
Kutman Mamyrkov appointed head of the State Agency for Personal Data Protection.
His predecessor, Almazbek Usenov, was relieved of this position. Kutman Mamyrkov, born on March 24, 1984, has experience working in various ministries, including serving as the state secretary of the Ministry of Transport in 2021.
Changes in the Border Service.
Marat Maralbaev has left the position of First Deputy Director and Chief of Staff of the Border Service. He was replaced by Mirzamir Sydykov, who now holds this position, while Daniyar Satimov and Mansur Isakov have been appointed as deputy chairmen of the service.
Zhyldyz Sherimbekova appointed head of the press service of the Jogorku Kenesh apparatus.
She graduated from the Kyrgyz-Russian Slavic University in 2012, worked as a press secretary in the Chui region, and held positions in the Central Election Commission and the National Statistical Committee.
Chyngyz Moldokeyev appointed director of the state enterprise "Kyrgyzgeology".
He replaced Akylu Toktobaev, who became the Minister of Natural Resources, Ecology, and Technical Supervision. Moldokeyev was born on June 29, 1987, and previously held the position of deputy director in the Ministry.
New deputy heads of district administrations of the Bishkek mayor's office appointed.
Additional positions of deputy heads of districts have been introduced in the capital. Marlen Aibekov became the deputy head of the Pervomaysky district, and Daniyar Manakeev became the deputy head of the Sverdlovsky district.
Talantbek Imanov appointed mayor of Karakol.
Kanybek Adiev was relieved of this position. Imanov, born on December 5, 1986, has a legal education and previously worked as a special representative of the president.
Akyilbek Orozmatov appointed director of "Osh TV".
He replaced Maratbek Akimbek uulu, who left the position of his own accord. Orozmatov, a graduate of Osh State University, previously worked as a press secretary for the Ministry of Education and was the program director of the "Yntymak" TV channel.
"Osh TV" was founded in 1991 and is considered one of the first private television channels in the country, with its first broadcast on May 5, 1991.
