Changes in Presidential Representatives
The presidential representative in the Chui region, Azmat Osmonov, was relieved of his duties after three months of work, starting from December 1, 2025. He was succeeded by Elkinbek Ashirbaev.
Elkinbek Ashirbaev, born on October 28, 1964, is a graduate of the Bishkek Polytechnic Institute, where he studied food machines and equipment. He began his career in 1992 at the Bishkek Tobacco Factory and also worked in the Ministry of Agriculture and Food Industry.
Additionally, Sanjar Zhantaev, who held the position of first deputy presidential representative in this region, also left his post.
The presidential representative in the Batken region, Aybek Shamenov, was relieved of his duties. He was appointed in December 2024 and received a verbal reprimand from Sadyr Japarov in 2025 for inappropriate communication with local residents. He was replaced by Mamyrzhan Rakhimov.
Mamyrzhan Rakhimov, born on August 19, 1968, in Batken, graduated from the Kyrgyz State Law Academy. He began his career in 1985 and later became the mayor of Batken in 2017.
Changes in the Ministry of Health
Tilek Mamadaliev was appointed as the first deputy minister of health after Aybek Matkerimov resigned in February.
Tilek Mamadaliev was born on November 22, 1988, and previously held this position in 2022. He resigned in 2023 when the ministry was headed by Alymkadyr Beyshenaliev.
Appointment in the Ministry of Natural Resources
Zhenish Seydaliev became the first deputy minister of natural resources, ecology, and technical supervision of the Kyrgyz Republic, replacing Bolot Dzhusupbekov, who was dismissed in February.
Zhenish Seydaliev has experience in the mining industry and management and has held leadership positions in various companies.
New Leadership in Sports Organizations
Urmata Asanbaev was appointed director of the State Agency for Physical Culture and Sports, replacing Kazybek Moldazhiyev. He is a master of sports and an active participant in the country's sports life.
Reshuffles in the Ministry of Construction
Ernazarbek Suerkulov was transferred to the position of director of the state expertise department, while Maratbek Aknazaro became the director of the state architectural and construction control department.
Embassy in Qatar
Aybek Toktobolotov was appointed ambassador of the Kyrgyz Republic to Qatar, replacing Marat Nuraliev, who was dismissed for violating ethics.
Changes in the Bishkek City Hall
Changes occurred in the deputies of the heads of district administrations in Bishkek, including Kerim Zheenbaev and Nursultan Beyshenbek uulu.
Appointments of Akims
Among the new akims are the following appointments:
- Chingiz Bapaev — akim of the Kara-Suu district of Osh region;
- Adyl Saparov — akim of the Aylai district of Osh region;
- Damir Kulubaev — akim of the Suzak district of Jalal-Abad region;
- Nurlan Eshmukambet uulu — akim of the Toguz-Torou district of Jalal-Abad region;
- Zarylbek Tynybek uulu — akim of the Bakai-Ata district of Talas region;
- Zalkarbek Karimov — akim of the Naryn district.
Kutpidin Shakirov has become the mayor of Tokmok, having previously served as the akim of the Kemin district.
