In accordance with Presidential Decree No. 22, a thorough review of the activities of 86 heads of the apparatus of state and local government bodies was carried out.
Of these, 64 heads were evaluated, while 22 were not assessed due to insufficient experience (less than 6 months).
The results of the evaluation were distributed as follows:
- 44 heads received ratings of "Excellent" or "Good";
- 19 heads were rated as "Satisfactory";
- 1 head received a rating of "Unsatisfactory".
Among the bodies whose heads achieved the highest results are:
- The Supreme Court of the Kyrgyz Republic and the Constitutional Court of the Kyrgyz Republic;
- The Accounts Chamber of the Kyrgyz Republic and the Ombudsman Institute (Akıykatçı);
- The mayorships of the cities of Osh and Kochkor-Ata;
- The administrations of the districts: Toguz-Toro, Kochkor, Chon-Alai, and Ak-Suu.
The head of the apparatus of the Ak-Suu District State Administration is Adilet Karybekov.
Adilet Karybekov, born on September 18, 1990, in the city of Balykchy in the Issyk-Kul region, graduated from the Kyrgyz State Law Academy in 2013, obtaining a degree in "Customs Affairs" and a qualification as a lawyer.
In 2024, he completed training under the program "Effective Management in State and Municipal Service".
In 2019, Adilet participated in training organized by the Hanns Seidel Foundation (Germany) on topics related to the development of "smart cities," sustainable development, and tourism marketing.
He began his career in 2010 as a sports instructor, then worked as a lawyer's assistant in Karakol, which provided him with practical experience in the legal field.
In 2017, he took the position of chief legal specialist in the Tepkylu rural administration and was elected chairman of the rural council, responsible for legal issues and interaction with the population.
From 2017 to 2023, Karybekov worked as a chief specialist in legal matters in the Ak-Suu District Administration, engaged in law-making and legal expertise.
Since March 2023, he has been the head of the apparatus of the Ak-Suu District State Administration, where he coordinates internal processes, personnel policy, and oversees the implementation of assignments.
Adilet Karybekov has been awarded several honors, including:
- Certificates of honor from the authorized representative of the president in the Issyk-Kul region;
- Departmental certificates from the Ministry of Justice for the Issyk-Kul region;
- The Ministry of Internal Affairs of the Kyrgyz Republic Medal "For Assistance";
- Numerous certificates of honor from the district administration and public organizations.
