On February 18, 2026, the Chairman of the Cabinet of Ministers Adylbek Kasymaliev approved a new charter for the Kyrgyz Aviation Institute named after I. Abdrayimov, replacing the document that had been in effect since 2018.

In addition, the resolution emphasizes the need to secure funding for secondary vocational education at the institute based on norms calculated per student. The State Agency for Civil Aviation has also been tasked with developing standard norms for students of this department.

This resolution comes into effect 15 days after its official publication.

Charter of the Kyrgyz Aviation Institute named after I. Abdrayimov

1. General Provisions

1. The Kyrgyz Aviation Institute named after I. Abdrayimov (hereinafter referred to as the Aviation Institute) is a state educational institution offering professional education programs at the levels of higher, postgraduate, additional, secondary vocational, and general education.

2. In its activities, the Aviation Institute is guided by the Constitution of the Kyrgyz Republic, the Civil Code, the Air Code, the Law on Education, decrees of the President, and resolutions of the Cabinet of Ministers, as well as other legislative acts and this Charter.

3. The Aviation Institute is the legal successor of the Kyrgyz Aviation College named after I. Abdrayimov.

4. The founder of the Aviation Institute is the Cabinet of Ministers of the Kyrgyz Republic.

5. Overall management and coordination of the activities of the Aviation Institute are carried out by the State Agency for Civil Aviation under the Cabinet of Ministers of the Kyrgyz Republic.

6. The Aviation Institute, possessing a special status, independently carries out the educational process and manages human resources in accordance with the legislation of the Kyrgyz Republic and this Charter.

7. The organizational and legal form of the Aviation Institute is an educational institution that has a seal with the State Emblem of the Kyrgyz Republic and a logo in the official languages. The institute maintains an independent balance and bank accounts.

8. The official name of the Aviation Institute:

– in Kyrgyz: “И. Абдраимов атындагы Кыргыз авиациялык институту”;

– in Russian: “Кыргызский авиационный институт имени И. Абдраимова”.

9. The abbreviated name:

2. Goals and Objectives of the Aviation Institute

11. The goals of the Aviation Institute are:

– to meet the needs of individuals in intellectual, cultural, and moral development through education;

– to fulfill the state order for training specialists for civil aviation;

– to conduct scientific research and implement their results in practice;

– to improve the qualifications of specialists with higher education;

– to develop personality based on universal human values.

12. The objectives of the Aviation Institute are:

– to train specialists for civil aviation considering modern requirements;

– to integrate aviation education and enhance the quality of personnel training.

3. Functions and Rights of the Aviation Institute

13. The Aviation Institute performs the following functions:

– implementation of educational programs at all levels;

– training and retraining of specialists;

– conducting scientific research.

14. In accordance with its special status, the Aviation Institute has the right to:

– implement educational programs based on its own standards;

– open bank accounts for the use of extrabudgetary funds;

– determine the internal structure and staff composition;

– appoint deputy directors;

– determine the status and name of structural divisions;

– in agreement with the Board of Trustees, determine the share of funds for salary payments;

– receive income from educational and other activities;

– in agreement with the Board of Trustees, manage property;

– receive state educational grants;

– form and approve tariffs for paid educational services;

– determine the number of students and the admission plan;

– grant structural divisions rights for financial expenditures;

– conduct procurements in accordance with internal rules;

– carry out educational activities without a license;

– make management decisions within the framework of the law;

– choose assessment systems and educational technologies;

– create public organizations and scientific councils;

– attract grants and sponsorship assistance;

– publish scientific and educational materials;

– join associations of educational institutions;

– send students abroad for study;

– organize international scientific events;

– hire foreign specialists;

– conclude international agreements;

– issue internal acts;

– approve the workload of teachers;

– carry out other lawful actions.

4. Educational Services and Procedure for Their Provision

15. The Aviation Institute implements professional educational programs at the following levels:

1) secondary general education;

2) secondary vocational education;

3) higher professional education;

4) postgraduate and additional professional education.

Training is conducted in various forms, including distance technologies.

The Aviation Institute conducts accreditation in accordance with the legislation and has the right to issue state-standard documents.

According to the law, individuals with relevant education can obtain higher education through accelerated programs.

5. Procedure for Admission, Transfer, and Expulsion of Students

16. Admission and transfer of students are regulated by a Regulation approved by the Cabinet of Ministers of the Kyrgyz Republic.

17. The main criteria for admission are the level of knowledge and abilities of the applicant. Testing results are mandatory for admission to higher education programs.

18. Education for foreign citizens is conducted under intergovernmental agreements and contracts.

19. Student admission is conducted on a competitive basis, considering citizens' rights to education.

20. Citizens with benefits are accepted without competition.

21. Student transfer is carried out on the condition of successful completion of disciplines.

22. A student may be expelled at their own initiative or for other reasons, including health conditions.

23. Expulsion initiated by the administration occurs by order of the director.

24. Upon expulsion, the student is issued an education document.

6. Management and Structure of the Aviation Institute

26. The management of the Aviation Institute is carried out in accordance with the legislation and the President's decree on enhancing the competitiveness of educational organizations.

27. Forms of co-management include general meetings and various councils.

28. Direct management is carried out by the director.

30. The director is responsible for the quality of education and the organization of the Aviation Institute's work.

31. The management staff includes deputy directors and other leaders.

32. The Academic Council considers the main issues of educational and scientific activities.

33. The Academic Council also discusses changes to the Charter and development plans for the institute.

34. The Academic Council approves curricula and programs.

35. The structure of the institute includes educational and scientific divisions.

36. Faculties are created and liquidated by order of the director.

37. Departments engage in educational and scientific activities.

38. Specialized councils may be established for dissertation defenses.

7. Board of Trustees

41. The Board of Trustees is formed in accordance with the law and operates for three years.

42. The council includes representatives of state and educational institutions.

43. Council members cannot be part of other boards of trustees.

44. The Board of Trustees represents the interests of the institute and monitors budget execution.

45. Meetings are held openly at least once a quarter.

46. Meetings are quorate with two-thirds of council members present.

47. Council members work on a voluntary basis.

48. Powers may be terminated for several reasons.

8. Educational Process
