Ethnic Kyrgyz living in the Nookat district have turned to the authorized representative of the president in the Osh region regarding land issues.

According to the presidential representative's office in the region, Amankan Kenzhebaev met with residents who arrived from the Kok-Jar rural district of the Nookat area. The citizens reported problems related to a land plot that have remained unresolved for a long time.

During the meeting, criticism was directed at local government representatives.

The press service of the representative's office also published a video showing how, during the reception of residents, the presidential representative connects online with the head of the rural administration to clarify details on the matter.

President's representative Kenzhebaev asks: "What has been done regarding this issue?".

In response, the head of the Nookat district administration, Ababakyr Arynov, explained the following: "These citizens who came are ethnic Kyrgyz who moved to our district. We do not know what decisions were made back then, but some political decision was made, and, as these citizens say, a resolution was issued to allocate 20 hundredths each. However, this land has not been reclassified from agricultural land to residential land. To this day, these houses and lands have not been legalized."

Kenzhebaev: "If you still haven't issued them a 'red book' (state act), then later, under the presidential amnesty (land amnesty law), you should have accepted them. Was there a decision by the rural council that you can only give 7 hundredths?".

Ababakyr Arynov: "Yes, there was a decision by the rural council."

Amankan Kenzhebaev: "Based on this decision, I explain to them correctly. I say that the deputies of the rural council will make a decision regarding them. They say: 'We still cannot get the "red book," and I am surprised: under the presidential amnesty, you should have already registered the documents and issued them. Did you receive the state act?".

Ababakyr Arynov: "The citizens received it, yes."

Amankan Kenzhebaev: "Why didn't these people receive it, Azizbek?".

Head of the Kok-Jar rural administration, Azizbek Shamuратов: "Their plots are located on agricultural land."

Amankan Kenzhebaev: "I understand agricultural land, but you should have accepted them under the amnesty."

Azizbek Shamuратов: "We legalized all their houses and foundations; they received 7 hundredths. Previously, when they were allocated, they were given 20 hundredths."

Amankan Kenzhebaev: "How did you give 20 hundredths if there was no land transformation?".

Azizbek Shamuратов: "It was given that way before. After the amnesty, it was legalized and issued."

Amankan Kenzhebaev: "I see, so your lands issued at 20 hundredths become illegal."

Azizbek Shamuратов: "Yes."

Amankan Kenzhebaev, addressing the residents: "Here is your first resolution: you were issued land, violating the law. And now the 7 hundredths issued are legal. You will receive the 'red book' as required, receive such a state act, and will use it. And this other one — essentially, a hasty, forced job, so to speak. In my understanding, this was done in violation of the law when you first moved, just to accommodate you somehow. And why didn't you issue a decision to cancel this resolution? Why didn't you first cancel the illegal resolution, inform the people about it, hand it over, and then adopt a new decision? Then people would understand correctly. But you, without canceling the previous resolution, later issue 7 hundredths. Cancel the previous resolution and inform the people. Say: 'This turned out to be illegal, it was issued incorrectly. Your resolution is canceled.' Why don't you cancel it?

Ababakyr, who is this — our deputy akim or head of the office? Head of the office. Don't you check what is happening in the rural administration? What are you doing? Why don't you communicate with us, resolve issues with the people, local authorities? As of today, they received the legal 7 hundredths, and your previous resolution is illegal. In this regard, the head of the Kok-Jar rural administration, Azizbek Shamuратов, provided clarification to the publication Turmush and elaborated on the history of the issue.

"Here is how it was. On the Sarykandy plot of the Kok-Jar rural district, a resolution was issued on November 23, 2003. To ethnic Kyrgyz — 55 citizens — based on systematic registration, each was allocated 20 hundredths of land. Of these, 12 citizens had plots located on agricultural land, so they did not fall into systematic registration, and based on the law 'On Land Amnesty,' by the resolution of the local council, they were also allocated 7 hundredths. They were issued state acts. These citizens, like the others, went to the regional leader with a request: 'Make 7 hundredths into 20 hundredths.' When they were told: 'You can cultivate the remaining land under a labor contract,' they do not agree to this either," he said.
