Residents of the Manas Ayil Okmotu appealed to the president for assistance regarding land amnesty issues.

- At a press conference held on February 13 at AKIpress, residents of the Manas aiyl okmotu in the Sokuluk district of the Chui region appealed to President Sadyr Japarov for assistance regarding land amnesty issues.

Participants in the event included Kudaybergenova T., Useinova N., Kitaeva T.

According to local residents, about 400 people face the risk of not having their land plots legally registered.

It became known that one of the residents of the region, Turar Kitaeva, submitted an application for the registration of a land plot under the amnesty announced on June 16, 2025.

“Despite having all the necessary documents and a technical passport, the plot and the building have not been registered,” - noted N. Useinova.

According to the applicants, before the introduction of the new land code, lands and properties located on the territories of collective farms and state farms during the Soviet period were considered legal. However, after the adoption of new rules, lands began to be distributed through akimats for individual housing construction.

Useinova noted that many plots originally intended for construction continue to be classified as agricultural, despite the fact that the owners have red books. Moreover, information about the transformation of land categories has not been communicated to the population, although it is available in the cadastral authorities.

She also reported that the commissions are not functioning, and the head of the Manas aiyl okmotu is not showing any activity.

“We are facing bureaucracy and are forced to move from one authority to another,” one resident reported.

According to her, many residents are not even aware of the land amnesty being conducted.

“I am a participant myself: my house has a red book, all necessary documents are in order, but I found out that according to the cadastral conclusion, my land has been classified as pasture and agricultural land,” she added.

“At the moment, we have already developed a master plan and a construction scheme at our own expense, transferring the boundaries of the land from the agricultural category to the settlement. However, land surveyors are calling commission members and hindering the process,” Useinova complained.

In addition, local residents expressed a request to extend the duration of the land amnesty and to ensure the mandatory completion of the registration of all houses under this program by the aiyl okmotu.
