In the Uzgen District, the number of deputy akims has decreased from 4 to 2

In 2024, a pilot project was launched in the Uzgen and Issyk-Ata districts, which involved temporary management of regional departments of ministries through local state administrations.

As part of this project, four deputy akims were appointed in the specified districts. The basis for this was Presidential Decree No. 326, signed on November 15, 2024, which concerned the temporary management of district divisions of ministries, and paragraph 10 of the Cabinet of Ministers' resolution regarding its implementation.

Deputy Akim of the Uzgen District, Maksatbek Ibraimov, reported that the project concluded at the end of January 2026. "For a year, we worked within the framework of the pilot project. Four deputies were appointed: one was responsible for education, another for the economy and simultaneously headed the finance department, the third was the head of the district state administration apparatus, and the fourth was the head of the agricultural department," he noted.

At the end of the project, the management system returned to its previous format: now the akim has only two deputies, while the other leaders are appointed by the ministries.

Currently, the appointment of the head of the Uzgen district education department has not yet been completed. According to Ibraimov, the Ministry of Education will propose a candidate from the reserve staff who has passed the competition, after which the district akim will approve it.

In March 2025, Turmush reported that four deputy akims had been appointed in the Uzgen district.

As clarified by the district administration, in accordance with Presidential Decree No. 326 of November 15, 2024, regarding the transfer of district departments and representations of ministries under the temporary management of local state administrations, the deputies of the Uzgen district state administration were appointed.

The personnel appointments were as follows:

- Azamat Raimzhanovich Duyshiev – first deputy, responsible for the territorial department of the Ministry of Finance in the Uzgen district.

- Maksatbek Turgunbekovich Ibraimov – deputy, who is the head of the district education department.

- Imankazy Tolomushovich Abdrayev – deputy, head of the agricultural development department of the Uzgen district.

- Isakbek Zulpuqarovich Kachybekov – deputy, who is also the head of the Uzgen district state administration apparatus.

It was previously reported that, according to the presidential decree, an administrative-territorial reform was conducted in pilot mode at the level of ayil aiyl and cities of Kyrgyzstan.

As a result of the first stage of this reform, there arose a need to improve the work of regional divisions of state bodies and local administrations. To this end, a pilot project was developed, which involved transferring the management of district and regional divisions of ministries to the temporary jurisdiction of local state administrations.

The aim of this project is to optimize the socio-economic situation through more effective use of regional resources, activate the work of local state administrations, and implement structural changes in management to improve the living standards of the population and the quality of services provided.

According to the presidential decree of November 15, 2024, No. 326, a pilot project was approved with a implementation period from January 1 to December 31, 2025.

The pilot local state administrations became the Uzgen district in the Osh region and the Issyk-Ata district in the Chuy region.

The decree also approved the temporary regulations and standard structure of the pilot local administration.

The ministries participating in the project are required to implement their policies in the pilot districts and provide methodological assistance on the ground, while the authorized representatives of the president in the Osh and Chuy regions will oversee and support its implementation.
