According to the new document, the maximum number of employees of the ombudsman and his office has been increased to 120 people, including 22 positions designated for technical and support staff. This decision is aimed at improving the functioning of the ombudsman institution.
The resolution also states that the akyikatçı's office may use up to 12 units of official and duty vehicles.
The implementation of this resolution will take place within the established staffing levels and financial resources provided by the republican budget, taking into account the transfer of staff units and funding from the National Center for the Prevention of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment.
The State Agency for Management of State Property has been instructed to transfer the material and technical base, previously intended for the National Center for the Prevention of Torture, to the disposal of the ombudsman's office.
The Ministry of Finance needs to consider the changes arising from this resolution when developing the draft law on amendments to the republican budget for 2026 and the planned period for 2027-2028, as well as when preparing the budget for subsequent years.
- The National Center for the Prevention of Torture ceased its operations on October 3, 2025. In September, President Sadyr Japarov signed the constitutional law "On the Akyikatçı (Ombudsman) of the Kyrgyz Republic," as a result of which the functions of the National Center were transferred to the ombudsman institution, and the center itself was liquidated.
