Sadyr Japarov signed a decree on urgent measures to enhance the efficiency of vehicle technical inspection organization

President Sadyr Japarov signed decree No. 388 concerning "Urgent Measures to Increase the Efficiency of Vehicle Technical Inspection Organization." This decree introduces temporary legal measures starting from January 1 to December 31, 2026, aimed at stabilizing prices and improving the quality of services related to vehicle technical inspections and the issuance of certificates of safety for their design.

In accordance with this decree, the state enterprise "Technical Purpose Center of the Main Department for Road Safety of the Ministry of Internal Affairs of the Kyrgyz Republic" is appointed as the state operator responsible for the centralization and improvement of the control system in the field of road safety.

The measures taken are aimed at ensuring safety on the roads and creating an effective system of state supervision over the technical inspection of vehicles. This also includes supporting stable prices and improving the quality of services for the population.

The existing accreditation certificates issued by the Kyrgyz Accreditation Center under the Ministry of Economy and Commerce will remain valid until July 1, 2026. During the period of temporary legal regulation, this center must suspend the issuance of new certificates and the extension of existing ones for control bodies and laboratories engaged in technical inspections.

The Ministry of Internal Affairs is tasked with:

1. Monitoring the implementation of temporary legal regulation until July 1, 2026.
2. Preparing and submitting proposals to the Presidential Administration based on the results of the pilot regime by September 1, 2026.
3. Organizing the opening of points for technical inspections and the issuance of certificates of safety for vehicle design in the republic, adhering to established standards.
4. Equipping these points with modern diagnostic equipment and training qualified specialists.
5. Collaborating with the Ministry of Finance and other interested bodies to determine sources of funding for the activities provided for in the decree.
6. Interacting with the authorized representatives of the President of the Kyrgyz Republic in the regions and the mayors of Bishkek and Osh to address issues of land allocation for the construction of technical inspection points.

The decree comes into effect upon its official publication.
