President Sadyr Japarov has signed a new decree regarding the redistribution of finances released during the debureaucratization of the civil service.
The aim of the document is to ensure more effective use of the budget, which is formed as a result of staff reductions in government agencies, as well as their reorganization or liquidation. First and foremost, the allocated funds will go towards compensations for dismissed employees in accordance with labor legislation, as well as covering additional expenses, including operational costs and work with non-financial assets. The remaining funds will be directed towards incentive payments for employees of central offices and territorial divisions of government agencies to enhance their work efficiency. It is important to note that such incentive payments will not be taken into account when calculating the average salary, allowances for work in high-altitude and hard-to-reach areas, as well as when awarding bonuses and benefits, including the so-called thirteenth salary.
The decree also stipulates that in the event of a need to increase the number of employees in government agencies, additional expenses will be covered by previously released finances.
At the same time, the president's decree dated June 24, 2025, No. 191, which regulated similar issues of fund redistribution within the framework of debureaucratization, has been rendered invalid.
The Cabinet of Ministers has been instructed to allocate the released financial resources in the republican budget for the corresponding year. The new decree will come into effect in ten days.
