At the Mai-Luu-Suy Lamp Factory, 550 workers will be sent on unpaid leave

On December 30, the leadership of the presidential representative office in the Jalal-Abad region held a meeting with representatives and employees of the Maiylyu-Suu lamp factory.

According to the representative office, the first deputy head of the region, Nurlan Ermatov, acting on behalf of the presidential representative, met with the management and workforce of the factory to discuss the current state of the enterprise.

During the meeting, issues related to the factory's operations, wage payments, and future plans were discussed. It was reported that the Cabinet of Ministers is preparing a draft decree aimed at resolving the issue of unpaid wages to employees for the past three months. Payments are expected in 2026.

Efforts to attract investors to support the factory were also discussed. Due to the temporary suspension of production activities, 550 employees will be sent on unpaid leave. At the same time, employees who choose to resign voluntarily will receive compensation in accordance with labor legislation.

Nurlan Ermatov listened to the appeals and complaints of the workers, promising that all raised issues would be taken into account and appropriate proposals would be prepared.

He also noted that this issue remains under constant control of the regional authorities and that work on its resolution will continue in cooperation with the relevant state bodies.

On December 26, President Sadyr Japarov, during the People's Kurultai, answered a question from delegate Abduvakhap Nuraliev about the restoration of the lamp factory.

According to him, 1 billion soms were allocated for the needs of the enterprise.

Prime Minister Adylbek Kasymaliev clarified that initially the factory was supposed to receive a budget loan, but it was later decided to direct these funds into the authorized capital of the enterprise. “We instructed to restore the factory. State companies previously operated inefficiently, leading to bankruptcies and the transfer of assets into private hands. We are confident that the factory will be able to resume its operations. If the manager cannot restore it with 1 billion soms, then he is ineffective,” noted Sadyr Japarov.

In August 2025, Turmush reported that the mayor of Maiylyu-Suu, Altynbek Jumaev, stated at a meeting in the representative office that the OJSC "Maiylyu-Suu Electrolamp Factory" had accumulated unsold products worth 262 million soms in its warehouse.

According to him, the factory's products are not in demand in the market. Previously, the majority of lamps were exported to Russia and other neighboring countries, but now demand has fallen as consumers prefer Chinese goods.

The presidential representative Tilek Tekebaev inquired about what measures are being taken to increase the factory's competitiveness. In response, Jumaev stated that billions of soms are needed for modernization, and the authorities have already shown the enterprise to Chinese investors.

The Maiylyu-Suu lamp factory began operations in 1967 and currently produces about 40 types of lamps, focusing on the quality of new products since 2018.

The decline in production activity in Maiylyu-Suu has become one of the reasons for the overall decline in the city's industry, which was also noted at the meeting.



In November 2024, Turmush reported that discussions were held in Maiylyu-Suu regarding how the 1 billion soms allocated from the republican budget for the lamp factory were spent.

Meeting participants reviewed the report on the expenditure of funds, including the allocated 1 billion soms. It is planned that these funds will be directed towards the modernization of the factory, the purchase of new equipment, and the execution of other necessary works.

In October 2022, the Ministry of Finance allocated a budget loan of 1 billion soms to OJSC "Maiylyu-Suu Lamp Factory" for the reconstruction and modernization of the "Ribbon" glass melting furnace and the acquisition of equipment for the production of glass containers.

The Cabinet of Ministers' decree was signed on August 9, 2022, when Akylbek Japarov was the chairman of the Cabinet.

The first tranche amounted to 400 million soms, and the Cabinet of Ministers reported that the factory would also produce glass containers for state enterprises.
