Sadyr Japarov spoke about the factors influencing the price of mortgage housing


Today, January 12, a ceremony was held in Bishkek to hand over the keys to apartments as part of the second phase of the construction of the "Muras" residential complex, attended by President Sadyr Japarov. During the event, he highlighted important points regarding the state housing policy and the work of the State Mortgage Company (GIK).
According to the president's press service, the "Muras" residential complex consists of 39 blocks, of which 19 have already been completed. In the second phase, keys to 1,080 apartments were handed over, and previously, 986 had already been distributed. Currently, the construction of 2,688 apartments is ongoing, which will be completed on schedule. The complex also plans to build a kindergarten, a school, parking, and other social facilities.
“The new handover of apartments from the State Mortgage Company is clear evidence of the successful advancement of our country's housing policy,” emphasized Sadyr Japarov.
He reminded that the GIK was established 10 years ago with an initial capital of 10 million soms, which has now grown to 87 billion soms. The main goal of the company is to increase its capital to 200 billion soms. In 2025, the GIK provided housing for 4,662 families, which is four times higher than the figures for 2024. Since the company's inception, 14,945 families have received their apartments.
The president also reported on the ongoing construction of 80,245 mortgage apartments across the country. This year, in Bishkek, Osh, Manas, Tokmok, Kara-Balta, Karakol, Cholpon-Ata, Balıkchy, Naryn, Talas, Batken, as well as in the Kochkor district of Naryn region and the Kara-Suu and Uzgen districts of Osh region, it is planned to complete the construction and hand over more than 20,000 apartments to citizens.
Sadyr Japarov paid special attention to the issue of pricing for mortgage housing, noting that the GIK relies on detailed calculations and analysis.
“As you know, apartments are provided to citizens on the waiting list for housing assistance programs without a down payment for 25 years at 4% and 8% per annum, which is below the inflation rate,” he said.
As an example, he cited the situation in Bishkek and Chui region, where private companies build housing "turnkey" at a price of $700 per square meter. After construction is completed, the apartments are handed over to the GIK, which adds $250 and sells the housing for $950 per square meter.
“Please understand that since the GIK provides apartments for 25 years, these $250 do not cover inflation over the entire period; moreover, they do not even cover half of the inflationary losses. Nevertheless, we are going to such conditions to help citizens. If you were to buy housing from private individuals, its cost would be at least $1,500 per square meter,” the president emphasized.
Sadyr Japarov also noted the rise in prices for construction materials, labor costs, infrastructure development, the construction of pumping stations, and treatment facilities, all of which affect the justification of the price per square meter.
A key point was the statement about future funding for the GIK. According to the president, in 2026, the company will receive support from the state budget for the last time — about $500 million. Starting in 2027, budget funding will be discontinued.
“With its own capital of 200 billion soms, the GIK will be able to provide housing for people not for 5–10 years, but for 50–100 years,” concluded the president and urged citizens to understand the pricing policy for mortgage housing.
