Sadyr Japarov explained why apartments from GIK cannot be cheaper

President Sadyr Japarov shared his opinion on the rising prices of square meters in homes being built by the State Mortgage Company in an interview with the state information agency "Kabar".

At the IV Kurultai, delegates expressed concern about the high prices of apartments from the State Mortgage Company.

- Is there a possibility of reducing prices or introducing new social categories?

- We are focused on the future. The housing programs of the State Mortgage Company operate for a period of 25 years and do not require a down payment. For example, in Bishkek, for citizens on the waiting list for the state housing program, the price per square meter ranges from $900 to $1,000, depending on the location of the residential complex. These citizens can obtain loans under the "Social Mortgage" programs (for single mothers, people with disabilities, and guardians of people with disabilities) and "Subsidized Mortgage" (for teachers, doctors, and public sector workers) at 4% per annum for 25 years without a down payment.

For citizens working in the private sector, there is a "Cheap Mortgage" program that offers housing at 8% per annum also for 25 years without a down payment.

Under the "Joint Construction" mechanism, the cost of apartments ranges from $1,000 to $1,400 per square meter, depending on the location (turnkey). Prices are lower in the suburbs, while in the center, where the so-called "elite" and "golden" areas are located, they are significantly higher.

Shared ownership apartments are mainly offered to citizens working abroad. In this case, buyers can immediately pay 50% of the apartment's cost as a down payment, and pay the remaining amount in installments over up to 15 years.

Speaking of market prices, the square meter of new, unrenovated housing in the same area can reach $2,000-3,000. At the same time, apartments from the State Mortgage Company are offered turnkey and ready for occupancy at significantly lower prices.

The State Mortgage Company is forced to raise the cost of apartments to ensure the implementation of such large-scale construction projects.

The funds received from apartment sales and from those who pay half the cost upfront help the State Mortgage Company continue to work on new projects.

Sadyr Japarov presented statistics on the State Mortgage Company program. In 2025, housing was provided to 4,662 families, and in 2024 - to 1,197 families. Currently, 80,245 apartments with a total area of 5.4 million square meters are under construction across the country. In 2026, it is planned to hand over 20,021 apartments:

Sadyr Japarov emphasized that the State Mortgage Company has an important historical mission. Currently, the authorized capital amounts to 87.5 billion soms, with plans to increase it to 200 billion in the future.

"If we offered apartments at cost, the company would quickly go bankrupt. Given the 25-year term, inflation, and the need to earn a minimal profit, such pricing policy is justified. Nevertheless, we will consider the possibility of creating a separate queue for migrants and analyze the possibility of providing housing for citizens with disabilities at lower prices," the president added.
