Why Housing from GIK Cannot Be Cheaper? Answer from Sadyr Japarov

- At the IV People's Kurultai, delegates raised the issue of housing costs, noting that it may seem expensive, especially for labor migrants.

In an interview with the Kabar agency, Sadyr Japarov explained that the authorities are considering the long-term perspective on this issue.

He noted that housing from the State Investment Corporation (GIK) is provided for 25 years with no down payment.

In Bishkek, as part of the state housing program for those on the waiting list, the cost per square meter ranges from $900 to $1,000, depending on the area. This applies to "Social," "Preferential," and "Affordable" mortgages.

Under the "Social mortgage" (for single mothers, people with disabilities, guardians) and "Preferential mortgage" (for budget sector workers — teachers, doctors), housing is offered at 4% per annum for 25 years with no down payment.

As for the "Affordable mortgage" (for private sector workers), the rate is 8% per annum for the same term, also with no down payment.

The cost of housing in shared construction varies from $1,000 to $1,400 per square meter, and apartments are delivered in finished condition.

According to Sadyr Japarov, housing prices are lower in the suburbs, while in central and elite areas, they are significantly higher.

"Housing offered on a shared basis is primarily intended for compatriots working abroad. Citizens participating in this mechanism do not join the waiting list, as they pay 50% of the apartment's cost upfront. The remaining amount is paid in installments over 15 years. Compared to market prices, the cost per square meter in new unfinished buildings reaches $2,000–3,000," he reported.

According to the president, housing from GIK is offered in fully finished condition at prices significantly more affordable than the market.

"GIK is forced to set a small markup on the cost price to continue large-scale construction. Funds from citizens receiving apartments both in line and out of turn allow the company to maintain its operations and build new facilities," the president noted.

In 2025, housing was provided for 4,662 families, while in 2024, this figure was 1,197 families. Currently, 80,245 apartments with a total area of 5.4 million square meters are under construction in the country.

According to GIK programs, the construction of modern residential buildings to European standards is planned over the next 10-15 years, both in cities and rural areas.

"If GIK sold housing exclusively at cost price, it would not be able to implement these plans in the future. Currently, the company has become a large institution with a charter capital of 87.5 billion soms, and in the future, it plans to increase the capital to 200 billion soms. Selling housing only at cost would lead to bankruptcy, considering the 25-year loan term and the impact of inflation. The current pricing policy is justified," he concluded.

There is also consideration of creating a separate queue or additional benefits for labor migrants, as well as analyzing the issue of reducing housing costs for people with disabilities.
