Sadyr Japarov commented on the prices of mortgage apartments
At the event, the president congratulated the new homeowners and expressed hope that the coming year would be a time of prosperity and sustainable development for the entire country. He emphasized the importance of fulfilling the set tasks aimed at improving the lives of citizens.

Providing affordable housing remains a key direction of state policy. The "Muras" complex consists of 39 blocks, 19 of which have already been built. During the current phase, keys to 1,080 apartments were handed over, and previously, keys to 986 apartments were distributed.

Construction of another 2,688 apartments is ongoing, and they will be completed on schedule. The complex also plans to include a kindergarten, a school, parking, and other social facilities.

The president emphasized that the transfer of apartments from the State Mortgage Company illustrates the successful implementation of the country's housing policy. He reminded that in 2025, the company provided housing for 4,662 families, which is four times more compared to 2024. Since its inception, the State Mortgage Company has helped 14,945 families acquire their own homes.

Currently, the construction of 80,245 mortgage apartments is underway across the country. According to the plan, by the end of the year, more than 20,000 apartments will be built in Bishkek, Osh, and other cities, as well as in some districts.

Discussing the accessibility and quality of housing, the president noted public opinions regarding the prices of mortgage apartments. He emphasized that the State Mortgage Company operates based on careful calculations to fulfill citizens' dreams of owning a home.

Housing is provided without a down payment for 25 years at rates of 4% and 8% per annum, which is below the inflation rate. In Bishkek and the Chui region, private companies have been instructed to build housing at a price of $700 per square meter. After construction is completed, the apartments are transferred to the State Mortgage Company.

The State Mortgage Company adds $250 to this price and sells the housing for $950 per square meter. The president noted that this amount does not cover inflation over the entire loan term and does not compensate even half of the inflationary losses; however, such conditions have been created to ease the burden on citizens.

He also mentioned that the market price of housing could reach $1,500 per square meter if citizens were to purchase it from private individuals.

The president pointed out the need to consider the rising prices of construction materials, workers' wages, and infrastructure development, including pumping stations and treatment facilities, which affect the cost of projects and shape reasonable prices for apartments.

The head of state announced plans for the mortgage company to transition to self-financing and expand the housing stock. This year, the State Mortgage Company will receive about $500 million from the state budget for the last time; starting next year, it will be financed solely from its own capital, which is expected to reach 200 billion soms. This will allow the company to provide housing for citizens for decades.

After the key handover ceremony, the president inspected the apartments and spoke with the residents, who expressed gratitude for the attention to housing issues. Sadyr Japarov confirmed that the state will continue its efforts to build modern, safe, and affordable homes.
