A new residential complex has been built on the site of the old colony No. 47 in Bishkek. This area, previously associated with a correctional facility, has now transformed into a modern urban space with new buildings and improved infrastructure.

Housing construction for those in need across the country

The state mortgage company provides apartments to citizens who need to improve their living conditions, including through shared participation.

Such projects are actively being implemented across the country. In each region, the state mortgage company is conducting extensive construction. A total of 80,245 mortgage apartments are planned to be built. Here is the distribution by regions:



A new home in the new year

President Sadyr Japarov participated in the ceremony of handing over the keys to apartments as part of the second phase of the 'Muras' construction. He congratulated the new residents and emphasized the significance of this event at the beginning of the new year.

“We celebrate this joyful event in the first month of the new year. Congratulations on your new home! May 2026 be a year of prosperity, sustainable development, and peace for all our people!” — he noted.

According to the president, one of the main tasks of the state is to provide citizens with affordable housing.


Today we are handing over 1,080 apartments to their new owners.

He also reminded that 4,754 apartments are planned to be built in the 'Muras' residential complex in 39 blocks. In 2024, 510 apartments will be handed over, and in 2025 — 476. The complex will include a school, a kindergarten, parking spaces, and necessary social infrastructure.

Pricing for mortgage housing

The president also touched on issues of mortgage lending and price formation.

“The state mortgage company offers apartments for 25 years without a down payment at an interest rate of 4 to 8 percent. This is below the inflation rate. We are consciously doing this to ease the lives of people,” — he emphasized.

Sadyr Japarov noted that the rise in prices for square meters is due to objective factors.

“It is necessary to consider the rising costs of construction materials, builders' salaries, and infrastructure development. All these expenses form a justified price,” — he explained, urging citizens to understand the situation.
The president also announced plans for the state mortgage company to transition to self-financing in the coming years.
“We are creating a system not for 5–10 years, but for 50–100 years ahead. The state mortgage company will become a sustainable institution that will provide housing for citizens, from newlyweds to elderly people,” — he added.

“Today's event is not just the opening of new homes. It is an opportunity for more than a thousand families to make plans and look confidently into the future,” — concluded the president.

Comfortable new apartments and parking

Chairman of the state mortgage company Talant Zhekshenov reported that the residential complex will have internal parking for 2,500 cars, which will be built by the end of 2026.

He added that the cost per square meter of apartments with finishing from the state mortgage company is $950.


I am confident in the quality of the residential buildings being constructed — this applies to both the finishing and the installation of elevators. The employees of the state mortgage company monitor every detail daily.

He also shared future plans. In June of this year, keys to apartments in eight new blocks will be handed over, and another seven will become available on the Southern Highway in Bishkek.

A new chapter in life from the president

Kamchybek Satylganov, a Kyrgyz citizen, recently received the keys to his new apartment from the president. His story became known thanks to TV presenter Assol Moldokmatova, who shared the man's difficult life situation on social media.

Once, he worked as a janitor at the municipal enterprise "Tazalyk," but due to atherosclerosis, he was forced to leave his position.
Now Kamchybek is raising two sons on his own, one of whom has a disability. The man himself also has a disability, and he recently had a leg amputated.
Assol Moldokmatova drew public attention to the fate of the man, who had long been without his own housing.

The publication received a wide response and led to the issue being addressed at the state level. Sadyr Japarov instructed to provide Kamchybek Satylganov with an apartment as part of the State Housing Program. He was provided with housing free of charge.

As the new resident shared, he is very happy that his one-bedroom apartment on the first floor is very important for a person with a disability.

Happiness within one's own walls

The large family of individual entrepreneur Bakhtiyar Baltabaev just moved into a three-room apartment on the first floor three days ago and has already started settling in with joy. The head of the family is glad that the school is within walking distance, and one of his children has already started attending it.

“We applied for mortgage housing in 2024 and are grateful to Sadyr Japarov for the opportunity to live in our apartment rather than in a rented one. We have already paid half the cost of the housing, and we will pay the remaining part over 15 years,” — added Bakhtiyar Baltabaev.
