According to the decree, the State Center for Registration of Vehicles and Driver Personnel has been tasked with the following:
1. From January 15, 2026, and until the authorized body decides to conclude the campaign, a temporary national campaign will be conducted for the free replacement of driver's licenses issued without an expiration date for new licenses of the established sample.
2. An active information campaign must be organized through mass media and the internet to inform citizens about the initiative being carried out.
It is also established by the decree that during the campaign, citizens are not required to provide a medical certificate (form 083) issued by authorized health authorities.
Furthermore, the activities provided for in the decree will be implemented by state and other organizations within their competence and approved financial plans, without attracting additional budget funds. In particular, the issuance and registration of new driver's licenses will be carried out at the expense of the State Center for Registration of Vehicles.
It is also recommended that the open joint-stock companies "Uchkun" and "Kyrgyz Post" carry out the production and delivery of driver's licenses at their own expense.
The Ministry of Foreign Affairs has been proposed to consider the possibility of exempting the requirement for a medical certificate for citizens who are changing licenses abroad, as well as to ensure the collection of consular fees in accordance with established norms.
It is important to note that driver's licenses issued without an expiration date will lose their validity from the moment they are replaced under this campaign.
The Cabinet of Ministers has been instructed to take the necessary measures to implement this decree within two months. The control over its execution is entrusted to the department for monitoring the implementation of the decisions of the President and the Cabinet of Ministers. The decree comes into force on January 15, 2026, and will be officially published.
