Sadyr Japarov explained why driver's licenses need to be changed.

In an interview with the "Kabar" agency, President Sadyr Japarov discussed current issues related to driver's licenses, including the problem of counterfeiting and technical failures on the digital platform "Tündük."

According to the president, the issue of updating driver's licenses had not been raised for nearly three decades.

“Previously, our driver's licenses, passports, and ID cards were produced outside the country, and their protective features left much to be desired. Since 2022, we have started producing all state documents at the 'Uchkun' enterprise, including driver's licenses and vehicle registration certificates, and now their quality has significantly improved,” he noted.

Japarov also reported cases where foreigners among migrants used counterfeit Kyrgyz licenses and passports, which negatively affected the country's image. “Violations are being recorded, including cases of terrorists being detained with fake documents, which undermines trust in our country. We intend to eradicate the problem of counterfeiting,” he added.

The president emphasized that some citizens of Kyrgyzstan buy fake licenses in Russia and drive cars with such documents upon returning home.

“In this regard, an inventory of all driver's licenses and other official documents is being conducted. The main goal is to identify illegally used documents and ensure the safety of citizens,” he said. “We have decided to replace all old driver's licenses with new ones, as their protection is at a high level, and they cannot be forged,” Japarov added.

When asked about indefinite licenses, the president responded that citizens planning to travel abroad or expecting to drive only within the country should exchange their licenses for new ones.

“Some documents are so worn out that they are unreadable. Therefore, even indefinite licenses require replacement. The replacement procedure is carried out without weekends and breaks. Previously, a medical certificate No. 083 was required to replace indefinite licenses, but now this condition has been canceled for citizens with indefinite licenses. The certificate remains necessary only for those obtaining a license for the first time,” he noted.

The president also commented on the work of the "Tündük" platform. “Previous administrations talked about digitalization but did not take real measures. Funding was insufficient, and the servers could not handle the load,” he explained.

“For the modernization of the platform, 122.5 million soms have been allocated from the presidential fund. This will significantly improve its functionality. Additionally, 9.5 million soms have been allocated from the republican budget for the first stage of modernization. Problems with the portal's operation arose due to a simultaneous influx of citizens, which created a high load on the server,” Japarov added.

He emphasized the importance of the international community not doubting the citizenship of Kyrgyz citizens. “There should be no dark spots on this issue in our country,” the president concluded.
