Free Replacement of Lifelong Driver's Licenses: The President Signed the Decree

Sadyr Japarov, the president of the country, signed a decree titled "On the Conduct of a Temporary National Campaign for the Free Replacement of Driver's Licenses."

The launch of the campaign is scheduled for January 15, 2026, and will continue until the authorized state body decides to conclude it.

As part of this initiative, drivers holding indefinite licenses will have the opportunity to exchange them for standardized documents at no cost. It is important to note that during the campaign, a medical certificate (form 083) will not be required.

The organization and conduct of the campaign are entrusted to the State Center for the Registration of Vehicles and Drivers, which is subordinate to the Presidential Administration.

The Center will issue and register new licenses at its own expense, and the institution "Kyzmat" will handle their personalization without using funds from the republican budget.

The production of new driver's licenses will be carried out by JSC "Uchkun," and delivery will be ensured by JSC "Kyrgyz Post"; both companies will operate at their own expense.

The Ministry of Foreign Affairs has been tasked with considering the possibility of waiving the requirement for a medical certificate from foreign medical institutions for Kyrgyz citizens abroad during the campaign period.

Consular fees will be charged in accordance with established rules.

After the exchange, indefinite driver's licenses will lose their validity and can no longer be used.

The Cabinet of Ministers has been given a two-month deadline to take the necessary measures to implement this decree.

The decree will come into effect on January 15, 2026, and will be officially published.
