Free Replacement of Lifelong Driver's Licenses: The Number of Drivers in Karakol Willing to Undergo Medical Examination Has Increased

In Karakol, the number of drivers seeking to undergo medical examinations has noticeably increased following the introduction of free replacement of indefinite driver's licenses.

From January 15 to February 15 of this year, the Presidential Administration announced the possibility of free replacement of indefinite driver's licenses in Kyrgyzstan.

Previously, indefinite licenses were canceled, and now licenses are issued for a period of 10 years.

In connection with the introduction of new rules, many drivers have started actively preparing for medical examinations. A correspondent from Turmush reports that the number of those coming for a medical certificate of form 083 at the regional Family Medicine Center (FMC) has increased.

According to Beishikan Zhaylymyshova, the head of the Center, the flow of patients has significantly increased. Doctors have been forced to extend working hours and switch to an intensified work schedule to serve all those wishing to be examined. “After the New Year holidays, the number of people applying for medical certificate 083 sharply increased. Due to the large influx, it is not possible to examine everyone in one day. In addition to those who want to replace their licenses, we also have regular patients. Narrow specialists also need to attend to them. We urge doctors to sometimes work without a lunch break, staying after their shifts to conduct medical examinations,” she noted.

With the introduction of the digitalization system, drivers first register in room 409 of the center, where their height and weight are measured, and then they are referred to narrow specialists based on internal tickets. They need to undergo examinations by an ophthalmologist, ENT specialist, neurologist, psychiatrist, surgeon, dermatologist-venereologist, as well as have a fluorography and visit other doctors. “Some received indefinite licenses 20 years ago. During this time, health changes can occur—some may develop chronic diseases, while others may sustain injuries. Therefore, it is important to conduct a complete examination. We urge citizens to approach the situation with understanding and not to rush the doctors. The certificate is issued only after all necessary examinations are completed. For example, the result of the fluorography becomes known only the next day. The document is issued only after all specialists confirm that the patient's health allows them to operate a vehicle,” she explained.

If previously doctors could serve up to 10 patients a day, now their workload has increased to 30 people. The management notes that lists are compiled for each day. In light of the sanitary and epidemiological situation, citizens are reminded of the necessity to adhere to rules, including wearing masks.
