From January 15 to February 15, free replacement of indefinite driver's licenses is being carried out in Kyrgyzstan. In Karakol, queues of drivers became noticeable on the very first day.

Local residents are recording the queues on video and sharing them on social media, asking questions about the possibility of opening additional windows and the necessity of replacing licenses.

According to Talant Tyulezhanov, head of the Karakol department, about 300 citizens came today to replace their licenses. “Currently, three windows are operating, and we are also digitizing documents. In the morning, we accepted 60 applications and plan to process 150–200 documents per day,” he reported.

“The processing time depends on the order of the documents. Some people come with already prepared documentation, while others need time to search in archives. It can take from 5 to 20 minutes per person. Some licenses were issued in other regions, so we send requests, which also takes time. We conducted explanatory work with citizens; some were able to get an electronic queue through the 'Tündük' app. There were also those who came just for information,” Tyulezhanov added.

The replacement of indefinite licenses is carried out free of charge and without the need for a medical certificate. “The replacement is voluntary. No one is obligated to change their license. The main goal is to provide citizens with new licenses that are better protected. The old samples are not digitized and may not be recognized in neighboring countries, which creates difficulties,” he noted.

Those planning to use their license abroad are recommended to obtain the new sample to meet international standards. The new licenses also have more reliable security features. However, those who do not travel abroad may not need to change their licenses, and the replacement is not mandatory,” Tyulezhanov concluded.
