Previously, Abytov held the position of authorized representative of the president and the cabinet of ministers in the legislative body.
Almasbek Abytov, born on May 1, 1966, in the village of Karatam in the Kara-Suu district of the Osh region, has extensive experience working in various government structures. He graduated from the Kyrgyz Agricultural Institute named after K. Skryabin in 1988, and then in 1993 he completed postgraduate studies at the Academy of Sciences of the Kyrgyz Republic. In 2006, he obtained a diploma in economic mathematics from the Bishkek Institute of Economics, Statistics, and Informatics of Moscow State University.
His career path includes the following stages:
- 1988-1993 - engineer and junior researcher in the automation laboratory of the Institute of Machine Engineering of the Academy of Sciences;
- 1993-1994 - assistant to the president of the Engineering Academy of the Kyrgyz Republic;
- 1994-1995 - head of the machine engineering department at the State Committee of the Kyrgyz Republic for Economics;
- 1995-1996 - assistant to the deputy speaker of the Assembly of People's Representatives of the Jogorku Kenesh;
- 1996-1998 - head of the general department of the Assembly of People's Representatives of the Jogorku Kenesh;
- 1998-2000 - head of the financial and economic management of the Assembly of People's Representatives of the Jogorku Kenesh;
- 2000-2005 - head of the expert group of the committee on budget and economic policy;
- 2005-2008 - head of the budget and finance committee department of the Jogorku Kenesh apparatus;
- 2008-2009 - head of the economy committee department of the Jogorku Kenesh apparatus;
- 2009-2010 - head of the budget committee department;
- 2010-2011 - Minister of Labor, Employment, and Migration of the Kyrgyz Republic;
- 2015-2019 - first deputy head of the government apparatus;
- 2019-2021 - permanent representative of the government in the Jogorku Kenesh;
- from October 2021 to February 2026 - permanent representative of the president and the cabinet of ministers in the Jogorku Kenesh.
