The presidential and cabinet representative in the Jogorku Kenesh has changed
The plenipotentiary representative of the president and the cabinet of ministers in the Jogorku Kenesh, Almasbek Abytov, has been relieved of his duties. This was reported by the government press service.

According to the provided information, the decision for his dismissal was made at his own request. The order for the change of leadership was signed by the chairman of the cabinet of ministers, Adylbek Kasymaliev.

Almasbek Abytov held the position since 2021.

As a result of another order, the new plenipotentiary representative has been appointed as Bektur Zulpiev, who previously held the position of presidential advisor. The press service of the head of state reported his release from the previous position in connection with his transition to a new job. Bektur Zulpiev was appointed as presidential advisor in 2023.

Bektur Zulpiev is a well-known public figure, born on January 28, 1965, in Osh.

He graduated from the Makarenko secondary school in the Bazar-Korgon district in 1982 and enrolled in the law faculty of the Kyrgyz State University. After the first year, he was drafted into the Soviet army, and after demobilization in 1985, he continued his studies in the second year.

In 1987, after the third year, he was transferred to the law faculty of Moscow State University named after M.V. Lomonosov. After graduating, he was assigned to work as a trainee teacher at KSU in the department of criminal law and process.

Zulpiev worked in the department of theory and history of state and law, where he was elected as a senior lecturer.

Since 1997, he held the position of head of the legal support department of the Central Commission for Elections and Referendums, and in 2001, he was appointed as an advisor to the chairman of the Central Election Commission.

In September 2005, he became the head of the legal policy department of the administration of the President of the Kyrgyz Republic, and since October 26, 2009, he has headed the legal service of the presidential administration.

Since October 2020, he held the position of deputy head of the presidential administration, and since December 14, 2020, he has been the chairman of the Commission on Education Issues under the President.

In September 2023, he again became an advisor to the President of the Kyrgyz Republic.

Bektur Zulpiev participated in the preparation of amendments to the Constitution in 1998 and 2003, as well as worked on the draft Constitution of 2010. His name is mentioned in the media as one of the authors of the new edition of the Constitution of Kyrgyzstan.
