
The reasons for the withdrawal from WHO were, according to U.S. representatives, "the organization's inadequate response to the COVID-19 pandemic that began in Wuhan, China, as well as its inability to implement necessary reforms and independence from political pressure from member states."
According to Reuters, the U.S. held the position of the largest sponsor of WHO, providing about 18% of the organization's total funding. In response to the U.S. plans, WHO intends to reduce its staff by approximately a quarter by mid-2026.
Initially, President Donald Trump signed an order to withdraw the country from WHO on January 20, 2025, the first day of his return to the White House. Reuters and Bloomberg clarify that the completion of the withdrawal procedure was required due to U.S. legislation, which stipulates that a notice of intent must be submitted 12 months in advance.
However, the law also requires the settlement of all unpaid debts.
