Deputy of the Jogorku Kenesh Gulnara Baatyrova from constituency No. 10 called for an acceleration of the implementation process of the state guarantees program for medical assistance.

At the parliamentary meeting, she drew attention to the protocol directive issued by the Cabinet of Ministers on October 7, 2025, which was sent to the Ministry of Health, the Ministry of Finance, and the Ministry of Economy and Commerce. This document concerns the implementation of a program that guarantees citizens access to medical and sanitary assistance.

According to Baatyrova, the program was initially planned to be completed by December 2025; however, it has not yet been implemented. "This program was developed for the first time using a new methodology. It includes 186 packages of medical services, clearly identifies the recipients of assistance, and specifies the cost of each package," the deputy emphasized.

She added that with the approval of the program, the Ministry of Finance will be able to accurately determine which services and in what volume will be provided. "If the program is approved, the World Bank will provide a grant of 2 million dollars. However, if the relevant ministries do not present the program to the Cabinet by the end of March, the grant will be canceled," Baatyrova noted.

According to the deputy, the implementation of the program will occur in stages: in 2027, it is planned to introduce 60 packages, in 2028 — another 60, and by 2030, all 186 packages should be included in the program.

Gulnara Baatyrova emphasized the need to accelerate the process and organize the presentation of the program.
