
As part of the new resolution, a trial mode will be implemented in 20 state medical institutions located in various regions of the country, with the mandatory preservation of the State Guarantees Program.

Increased autonomy of medical institutions
Directors will be able to independently form the organizational structure and establish the number of staff based on the number of patients, the list of services provided, the level of equipment, and performance indicators.

Medical institutions will have the opportunity to consolidate financial resources into a single fund, redistribute them across key areas, and retain balances at the end of the financial year for the purchase of new equipment and reorganization.
New wage payment model
It is proposed to move from the traditional system based on rates and positions to a model focused on work results. Directors will be granted the right to determine the salary level of employees, taking into account minimum guarantees.

Medical institutions will be able to open current accounts at OJSC "Eldik Bank" for cooperation with donors and sponsors.
Paid services and new tariffs
The project also provides for the introduction of new pricing principles for paid medical and non-medical services within the framework of the pilot. These services will not be regulated in accordance with the legislation on state and municipal services.

Expected results
- The developers believe that the implementation of the proposed measures will allow:
- increase motivation for managers and medical staff;

- improve the quality of medical care and patient satisfaction.

If the results of the pilot are positive, the mechanisms will be gradually implemented in all state healthcare institutions. At the end of the experiment, an analytical report will be prepared with recommendations for further reforming the healthcare system.
