President Zaparov signed the law on the FOMS budget for 2026

The President of Kyrgyzstan, Sadyr Japarov, has signed a law concerning the budget of the Mandatory Health Insurance Fund (MHIF) for the year 2026, as well as for the planned years 2027 and 2028.

According to the approved document, the revenues of the MHIF budget for 2026 will amount to 10,737,596.0 thousand soms, and the same amount is allocated for expenditures. Funding for the MHIF is also provided for the planned years.

The law defines the formation of the revenue part of the MHIF budget for 2026 and approves the expenditure part. The budget for 2027-2028 will be implemented on a programmatic basis.

In accordance with the law, the MHIF will receive an annual allocation of 2,057,870.4 thousand soms from the republican budget for the years 2026, 2027, and 2028. Unused funds from the republican budget must be returned to the budget from which they were allocated.

The law also establishes the volume of funds that will be transferred from the Social Fund budget to the MHIF budget: in 2026 — 6,503,418.2 thousand soms, in 2027 — 6,911,898.5 thousand soms, in 2028 — 7,472,258.3 thousand soms. The Social Fund is obligated to ensure the timely transfer of insurance contributions.

For the MHIF budget for 2026, the volume of cash reserves is set at 541,951.5 thousand soms. These funds may be used to fulfill expenditure obligations in the event of critical situations, such as natural disasters or terrorist acts.

The law also clarifies the powers of the Cabinet of Ministers to change the parameters of the MHIF budget within the approved limits, as well as the procedure for additional funding of urgent measures. In the event of failure to meet the revenue parts of the republican and Social Fund budgets, the amounts of allocations may be reduced.

Changes to the budget law may be made no more than twice a year — by June 1 and November 1. In emergency situations, the Cabinet has the right to redistribute budget funds among medical institutions with subsequent amendments to the law.

The basic rates for the payment of medical and other services in the Unified Payer system for 2026 have been approved. The MHIF has been granted powers for the administration and execution of the budgets of medical institutions, as well as for the timely payment for services rendered.

The law also provides for the possibility of carrying over unused funds to the next budget year and establishes the responsibility of the heads of medical institutions for the effective use of allocated funds. Funds used in violation of the legislation must be returned to the corresponding budget.
