80% of mineral fertilizers in Kyrgyzstan are imported from Uzbekistan, - Ministry of Agriculture

At the meeting of the "Mekenchil" deputy group on January 30, 2026, Kunduzbek Sulaymanov raised an important issue regarding Kyrgyzstan's dependence on the import of mineral fertilizers from neighboring countries.

The deputy noted that earlier there were reports about plans to build a factory in 2026, which was supposed to reduce the need for purchases from Russia and Kazakhstan. Sulaymanov expressed doubt as to why the republic still relies on imports.

Deputy Minister of Agriculture Zhanibek Kerimaliev responded that currently 20% of mineral fertilizers come from Russia, while 80% come from Uzbekistan. He also mentioned that production is planned to start in the Nookat district in December 2026, according to a contract that anticipates the release of the first products this year.

During the discussion, the deputy also inquired whether mineral fertilizers had already been distributed among farmers. Kerimaliev explained that the import of fertilizers is handled by private entrepreneurs. "We sign contracts with them, and through this mechanism, we provide farmers with the necessary fertilizers," he added.

Background of the issue:

In early 2025, at the "Agrodialog-2025" forum, the head of the plant protection and control department of the chemicalization and plant quarantine protection department, Almaz Alakunov, reported on plans to build a fertilizer production plant in the Nookat district of the Osh region. The plant will be capable of producing 200,000 tons of organo-mineral fertilizers and 300,000 tons of urea annually. The total investment in the project will amount to 234 million dollars, of which 26 million will be allocated for launching production.
