According to information provided by the State Tax Service of the Kyrgyz Republic, a mandatory navigation seal system will be introduced starting February 11, 2026, to monitor the movement of certain goods within the territories of the EAEU countries.
In the first phase, the innovation will affect road and rail transportation of alcoholic beverages, tobacco products, as well as goods subject to special economic measures within the EAEU.
In Kyrgyzstan, navigation seals are planned to be installed on road cargo at goods accounting points located on the Kyrgyz-Kazakh border, such as Chaldybar, Ak-Zhol, Ak-Tilek, Chon-Kapka, and Karkyra. For rail transportation, seals will be installed at the stations of Bishkek-1, Alamedin, Rybachye, Kara-Balta, Kaindy, Belovodskaya, Shopokovo, Kant, and Tokmak.
Removal of seals for road transportation will take place at the recipient's location, while for rail cargo, this will occur during unloading at the specified stations.
Carriers, senders, and freight forwarders are required to send the necessary information to the State Tax Service via email [[email protected]](mailto:[email protected]) no later than six hours before arriving at the seal installation location. Information on the list of required data and the procedure for interaction between participants in foreign economic activity with the tax service and the national operator is available on the official website in the "Knowledge Base" section, "Navigation Seals within the EAEU".
The responsibility for the accuracy of the provided data and its compliance with the actual goods being transported lies with the participants in foreign economic activity. These requirements are being introduced in accordance with the decision of the Eurasian Economic Commission and the EAEU Agreement on the application of navigation seals.
