
This system will be implemented for road and rail transport.
Starting from February 11, 2026, the use of navigation seals will be mandatory in Kyrgyzstan for the import and export of alcoholic and tobacco products.
The tax service noted that a special meeting was held to prepare businesses for the new requirements, attended by representatives of tax and customs authorities, the Ministry of Economy, as well as entrepreneurs.
Deputy Chairman of the State Tax Service Kubanychbek Isabekov emphasized that the purpose of the meeting was to clarify the mechanisms of navigation seals for the export and import of goods within the EAEU.
He added that the use of navigation seals will help ensure the safety of goods during transportation and will allow for confirmation of the compliance of transported products with those specified in the documents. This, in turn, should expedite border crossing and facilitate the work of entrepreneurs.
During the meeting, specialists from the State Tax Service and the tracking system operator demonstrated how to properly use navigation seals, and business representatives were able to ask their questions.
Kubanychbek Isabekov also reported that, first and foremost, tax service employees will undergo training on the use of the tracking system, so they can then explain the new rules to taxpayers and provide assistance.
Additionally, the State Tax Service reminded that in accordance with the norms of the Eurasian Economic Union, from February 11, 2026, constant monitoring of the transportation of goods using navigation seals will be carried out in all EAEU countries.
