Entrepreneur on the Request from the Head of Wildberries: While We Were Asleep, Uzbekistan Took Advantage

At the meeting of the "Ala-Too" deputy group, Azamat Kerimbek uulu, head of the "Legprom" association, emphasized that the economic stagnation in Russia will negatively affect producers in Kyrgyzstan.

He noted that the patent system for the garment industry was introduced in 2003 and abolished in 2023. During this period, about 9,800 sewing workshops and individual entrepreneurs were registered. However, since the beginning of this year, 23,000 individual entrepreneurs have registered on Wildberries, and 7,000 on Ozon.

“Where are the others? Correct, they are working in the shadow economy. They need to come into the light,” said Kerimbek uulu.

According to him, previously entrepreneurs received a patent for an amount ranging from 1,500 to 3,000 soms, but now a unified tax system is in place.

“There are two tax regimes: wholesale and retail trade - a tax of 2% of turnover, and a simplified system for producers - only 0.25%. This is certainly positive, but there is also a downside: the sales of products are limited, as the main volumes are exported to Russia. If in 2023 the online trading market accounted for 63%, now this figure has increased to 92%. Marketplaces are taking a share from offline trade. With the closure of the border with Russia on September 15, sales have decreased, and logistics costs have risen: the cost of cargo has increased from 50 to 200 soms. In "Sadovoe" and "Lyublino," there are practically no goods from Kyrgyzstan, as everything has gone to online sales,” he added.

Kerimbek uulu also mentioned that in 2023, former Prime Minister Akylbek Japarov personally met with Tatyana Bakalchuk in Kyrgyzstan.

“At that time, she requested land for a logistics center. We agreed, but after that, she went to Uzbekistan, where agreements were quickly signed, and now a distribution center covering 100,000 square meters is being built there, which will be launched this year. While we hesitated, Uzbekistan took advantage of this situation. We are members of the Customs Union, but they are not. We still have opportunities,” he noted.

“In Russia, stagnation is expected in 2026-2027: inflation will rise, wages will remain at the same level, which will reduce purchasing power. This will also affect us, there will be fewer orders and remittances. It is necessary to address these issues comprehensively,” Kerimbek uulu appealed to the deputies.
