At a recent parliamentary session, the speaker of the Jogorku Kenesh, Nurlanbek Turgunbek uulu, raised the issue of the need for a complete abandonment of tender procedures in the implementation of construction projects.

According to the speaker, the existing system of public procurement significantly hinders the start of construction work and causes dissatisfaction among the population.

“Regardless of the type of facilities being constructed, everything comes down to tenders. People are already tired of this. Due to repeated tenders, the start of construction is delayed by two to three months, which leads to a loss of time,” he noted.

Turgunbek uulu also reported that this issue has already been discussed with the president, who supported the need to revise the legal framework.

“Yesterday I spoke with the president. We urgently need to change the law and completely eliminate the term 'tender.' It should not exist at all, as it hinders efficiency and the timely completion of work,” he emphasized.

The speaker added that a directive has already been issued to the chairman of the cabinet of ministers. The executive branch needs to develop solutions for the cancellation of tender procedures as soon as possible.

He also noted that the issue of reform was raised two years ago, but at that time, only the name of the procedures was changed, while their essence remained unchanged.

Instead of tenders, it is proposed to switch to direct purchases and direct construction. The speaker also noted that in case of violations or errors, personal responsibility will be placed on the heads of the relevant state bodies.

He urged the cabinet of ministers to expedite work on this issue and immediately begin its implementation.
