At a meeting of the "Ala-Too" parliamentary group on January 16, where issues in the garment industry were discussed, she provided data indicating that, according to unofficial information, 72% of garment companies in Kyrgyzstan hire foreign labor illegally.
She proposed introducing stricter measures against the use of foreign labor without the necessary documents or in violation of migration norms.“Although enterprises have the opportunity to legally attract labor, many of them poach workers who have been hired by other companies. This creates conditions for price dumping, contributes to the shadow economy, and leads to the loss of skilled personnel. Considering the current fines of 650 calculation indicators (65,000 soms) imposed on legal entities for poaching workers and using illegal labor, it can be said that these are insignificant amounts. This allows them to continue violations and keep employees in fear. In Russia, for example, the fine for legal entities is up to 1 million rubles for each illegally attracted worker, and there is also the possibility of suspending activities for up to 90 days. Increasing fines in our country could help address this issue,” Atabekova noted.
