At a press conference on January 15, the Minister of Foreign Affairs of Kyrgyzstan, Jeenbek Kulubaev, reported that 34,786 citizens of the country are registered in the list of controlled persons of the Russian Federation. It is worth noting that in November of last year, this figure was around 128,000.

The minister noted that a significant number of Kyrgyz migrants have already been able to verify their data in the registry and legalize their legal status, for which they were given additional time. However, some citizens still remain on the list and may face deportation.

“We and the state have taken all possible measures to address this issue. However, we are unable to accompany each citizen to the relevant authorities. On the other hand, it is possible that the Russian authorities will reconsider their migration policy, as there is a labor shortage in the country,” Kulubaev added.

Jeenbek Kulubaev also emphasized that the return of labor migrants is beneficial for Kyrgyzstan, as the country needs a workforce to implement a number of projects.

According to the data from the Ministry of Foreign Affairs of the Kyrgyz Republic, as of early January 2025, more than 608,000 citizens of Kyrgyzstan were outside the country, of which 376,907 people were registered with migration authorities in Russia.

The minister reminded that the 90/180 rule continues to apply in Russia, according to which citizens of Kyrgyzstan must monitor the duration of their stay in the country.

It should be noted that from 2024 to 2025, migration legislation in Russia has become stricter. Since February 5 of last year, a registry of foreign citizens under the control of migration services has been in effect, which entails significant restrictions on rights.
