Fines for Migrants Avoiding Medical Examinations in Russia May Increase by 12 Times

In Russia, it is planned to increase fines for migrants who evade mandatory medical examinations by more than 12 times, which will amount to between 25,000 and 50,000 rubles. In the case of repeated violations, administrative expulsion may be initiated by court decision. This was reported by RBC.

This bill was presented to the State Duma as part of a comprehensive measure to combat illegal migration and protect public health. Deputy Speaker of the State Duma Irina Yarovaya noted that the legal status of a foreign citizen must be confirmed by strict adherence to medical requirements.

Among the key changes proposed in the bill, it is also stipulated that medical examinations will be conducted exclusively in organizations authorized by regional authorities and at the expense of the migrants themselves, which will eliminate the possibility of intermediary involvement.

Furthermore, the deadline for undergoing medical examinations is proposed to be reduced from 90 to 30 days, making it mandatory for all foreigners who stay in Russia for more than three months.

An important aspect of the initiative is the tightening of criminal liability for the forgery and distribution of fake medical certificates confirming the absence of dangerous diseases. For such crimes, a penalty of up to four years of imprisonment and a fine of up to one million rubles is provided, and in the case of mass infection – up to eight years of imprisonment.

All proposed measures have received approval from the government of Russia, the Supreme Court, and law enforcement agencies.
