Kulubaev also noted that a significant portion of citizens who showed responsibility managed to legalize their status by taking advantage of the additional time provided for verification in the registry. However, he pointed out that some citizens remain in the registry and may be deported. The minister also added that Russia may consider the possibility of easing migration policies due to a labor shortage in the country.

The head of the Ministry of Foreign Affairs emphasized that the return of labor migrants from Kyrgyzstan is also beneficial for the country, where there is a need for labor to implement various projects. He reminded about the existing 90/180 day regime in Russia, which requires Kyrgyz migrants to comply with these conditions.

Since 2024, Russia has tightened migration legislation, and as of February 5 of last year, a registry of individuals under migration control came into effect, imposing serious restrictions on the rights of migrants. According to the Ministry of Foreign Affairs, as of January 2025, more than 608 thousand citizens of Kyrgyzstan are abroad, of which 376,907 are registered in migration accounting in Russia.
