In some regions of Russia, restrictions have been introduced on the number of foreign workers employed in construction. These changes have become part of an initiative to regulate labor migration in important sectors of the economy, as reported by "Kommersant".
Starting from January 1, new rules have come into effect in several Russian regions, according to which the share of foreigners at construction sites must not exceed 50% of the total number of workers. This measure was implemented as part of a government decree developed by the Ministry of Labor of Russia and approved until the end of 2025.
Anton Glushkov, president of the National Association of Builders, expressed the opinion that the impact of reduced quotas in 2026 may be insignificant. He emphasized that the majority of migrants on construction sites are citizens of Uzbekistan and Tajikistan, who work under patents and are not subject to the new restrictions. At the same time, in the medium term, a reduction in quotas may lead to a shortage of personnel, especially for low-skilled positions.

Currently, migrants make up about 13-15% of the total number of workers in the construction industry. Despite restrictions on admissions and qualifications, employers continue to show interest in hiring foreign workers to meet peak loads.

It should be noted that quotas do not apply in 21 regions of Russia, including territories such as the DPR, LPR, St. Petersburg, as well as the Leningrad, Belgorod, Bryansk, Kursk, Zaporizhzhia, and Kherson regions.
