Among the reasons for Washington's concern are the ongoing military actions between Russia and Ukraine, the arbitrary enforcement of Russian laws, as well as the risks of detention and potential threats of terrorist acts.
The notice states that "the U.S. government has limited ability to assist its citizens in Russia, especially outside of Moscow. The staff of the U.S. embassy in Moscow has been reduced, and Russian authorities have also restricted the movement of diplomats. All U.S. consulates in Russia have suspended their operations, including consular services," the message notes.
This call for its citizens to leave Russia was first voiced by U.S. authorities in February 2022, when military actions began. A similar recommendation was also made after the announcement of mobilization in Russia.
