
In the course of 11 months of 2025, Russian regions spent 828.5 million rubles on purchasing tickets for the administrative deportation of foreign citizens. Data from "Tenderplan" shows that this amount has increased by almost 30% compared to 2024. Such expenses are comparable to the budget deficit of Ingushetia for 2026, reports the publication "Vedomosti".
Among the reasons for the increase in expenses, the following can be highlighted:
The Central Federal District ranked first in expenses, allocating almost 343 million rubles (an increase of 30.5%). The Northwestern District nearly doubled its spending, amounting to 206.8 million rubles. The Ural District showed the most significant growth, increasing expenses 20 times (from 537.6 thousand to 11 million rubles).

Since February 2025, the powers for the deportation of migrants have been transferred from the courts to the territorial bodies of the Ministry of Internal Affairs. This innovation has significantly accelerated the process: now a decision can be made by the head of the Ministry of Internal Affairs division the day after the protocol is drawn up.
According to data from the Federal Bailiff Service, 54,400 people were forcibly deported in the 11 months of 2025. The Ministry of Internal Affairs reminds that if a foreigner has not covered the state's expenses for their return, their entry into Russia will be closed until the debt is fully settled.
