According to Parpiev, recently no less than 4–5 thousand sewing workshops have closed, which creates a risk of further reduction in the number of operating enterprises. He noted that when opening his workshop, he had to undergo inspections from all regulatory bodies for three months; however, in the current crisis, none of the agencies have shown interest in the problems of businesses.
The entrepreneur also pointed out the ineffectiveness of the Ministry of Economy and Commerce in addressing current issues, noting that the existing regulatory system suffers from a lack of flexibility and excessive adherence to legislative norms.
As an example of successful support for the garment industry, he cited Uzbekistan, where since 2014 systematic support measures have been implemented at the state and regional levels. According to him, key issues such as financing, certification, and workforce provision are successfully addressed there, and a competitive environment for producers is being created.
Parpiev also expressed bewilderment as to why financial support measures do not extend to the garment industry, as they do in agriculture. He noted that deputies actively discuss the problems of the agricultural sector, while issues in the garment industry remain overlooked, despite the fact that about 1.5 million people are employed in the sector.
Furthermore, he emphasized that the State Tax Service officially states there are 9 thousand entrepreneurs in the garment industry; however, in his opinion, the actual number significantly exceeds this figure.
In conclusion of his speech, Parpiev reported that throughout 2025, around 3.5 thousand events were held in hotels aimed at addressing entrepreneurs' problems; however, in his view, these discussions did not lead to real results.
