At a recent meeting of the "Ala-Too" parliamentary group, entrepreneur Asel Atabekova presented alarming data about the sewing industry in Kyrgyzstan: 72% of enterprises use illegal labor and foreign workers.

According to her, this information is based on unofficial statistics.

“In our country, there is an opportunity to hire foreign labor. However, the legislation, especially Article 93 of the Code on Offenses related to the engagement and use of foreign workers, leaves much to be desired. More and more producers are starting to lure foreign workers who were invited to work for specific companies, which in turn leads to price dumping. Furthermore, enterprises that have trained their employees lose them and become less competitive. This also contributes to the development of the shadow economy and a decrease in tax revenues to the state budget,” emphasized Atabekova.

She added that the current Code on Offenses provides for a fine of 65,000 soms, which is not a serious deterrent for business owners, allowing them to continue poaching workers.

Asel Atabekova proposed to increase the amount of the fine and introduce temporary measures, such as suspending the activities of an enterprise for up to 90 days, as is practiced in Russia.

She also noted that a draft amendment to the legislation is already prepared and expressed her readiness to present it to the deputies.
