In 2023–2025, no cases of torture were recorded in Kyrgyzstan - Ministry of Internal Affairs

The issue of torture in Kyrgyzstan has become a topic of discussion in the Jogorku Kenesh following the Ministry of Internal Affairs' statement that no cases of torture were recorded in 2023-2025.

Deputy Minister of Internal Affairs Erkebek Ashirkhodzhaev stated that there are no registered facts of torture in the country during the specified period. He noted that this was facilitated by control measures, such as the installation of video cameras in police stations and departments, medical examinations of detainees in pre-trial detention centers, and the right to a lawyer for every detainee. All complaints, as emphasized by Ashirkhodzhaev, are forwarded to the prosecutor's office.

The statistics for the past year were provided by Deputy Attorney General Umutkan Konkubaeva. According to her, 43 complaints were received during the reporting period, but only one criminal case was initiated, which occurred in the Issyk-Kul region. The other complaints were closed due to lack of evidence of a crime.

At the same time, Deputy Kamila Talieva expressed doubts about the reliability of the official data. She referred to a UN report indicating that 124 cases of torture were recorded in 2023, and 151 cases in 2024.

In Talieva's opinion, about 95% of complaints are not properly considered or are closed without justification, and it is possible that the complainants are being pressured.
