Kamila Talieva: 95% of complaints about torture do not reach criminal cases. How does this happen?

According to the data presented at the meeting of the Jogorku Kenesh on January 15, Deputy Kamila Talieva reported that almost 90% of complaints about torture in Kyrgyzstan do not lead to the initiation of criminal cases.

During the second reading of amendments to the Criminal Code, which aim to expand the circle of individuals liable for torture, including employees of institutions, Talieva drew attention to the alarming statistics.

“In 2023, 124 cases of torture were registered, and in 2024 - 151, indicating a growing problem. However, the number of cases in which no one has been punished is concerning. In 2023, out of 124 cases, 102 were denied the initiation of a criminal case. In 2024, out of 151 cases, 143 cases were suspended. How can such statistics be explained?” the deputy expressed her outrage.

Deputy Attorney General Umutkan Konkubayeva noted that recently, almost no criminal cases have been initiated regarding torture. In 2025, 43 complaints were received, of which only one case was confirmed, related to an incident in the Issyk-Kul region, for which a criminal case was initiated. The other complaints were not confirmed during the investigations.

“Thus, 90-95% of such complaints do not reach criminal prosecution. Could it be that complaints are withdrawn under pressure or threats?” Talieva pondered.

Deputy Minister of Internal Affairs Erkebek Ashirkhodzhaev added that surveillance cameras have been installed in closed institutions. According to him, these measures have helped reduce the level of torture in such places.
