Before the discussion began, the president's representative in parliament, Almasbek Abytov, proposed to exclude the issue from the agenda due to the absence of a speaker. However, Deputy Kamila Talieva disagreed and suggested rejecting the bill.
She delivered a sharp criticism: "Who is behind this project? This is an enemy of the state! No matter which ministry it is, it will undermine the president and the Jogorku Kenesh. I do not understand how this bill ended up in parliament and passed through the committee. If we support it, it will be a disgrace! How can we remove the title of 'People's Poet'? Are we now going to call Jenijoka, Barpy, and Arstanbek simply writers?!"
Ulan Primov supported her opinion, pointing out that many citizens who truly deserve awards have been working for many years. "We must respect their contribution to the development of the country," he added.
Gulya Kozhokulova emphasized the importance of the moral aspect of awards.
“These are not just awards; they are recognition of merits. Proposals disguised as 'de-bureaucratization' should not limit the assessment of citizens. Simply removing the issue from the agenda is not a solution. Officials who prepare such bills must be held accountable. I propose to consider the issue and vote against it,” she stated.
“The president has imposed a moratorium on the establishment and awarding of titles, and we need to carry out a reform. We have 46 different titles! The awarding of some citizens has caused discontent. I urge you to discuss this issue. Nurbek Omurbekovich, withdraw your proposal. Ignoring this issue is irresponsibility. In the first reading, we must discuss the issue and make our proposals for the second reading,” he addressed the speaker of the Jogorku Kenesh.
Akyilbek Tumonbaev expressed dissatisfaction that Sydygaliev's proposal was not put to a vote, and only the speaker's proposal was supported. He called for adherence to the regulations. Sydygaliev confirmed that his proposal was the first, and then one came from Turgunbek uulu.
“I will withdraw my proposal,” he added.
