Deputy to the Deputy Attorney General: Is the requirement to provide services in Kyrgyz a crime?

On January 15, during a meeting, Deputy Baktiyar Kalpaev addressed Deputy Attorney General Umutkan Konkubaeva with a question regarding a recent scandal that erupted on social media.

He noted that discussions on the internet are actively raising the issue of the Kyrgyz language. One citizen demanded to be served in Kyrgyz at a cake shop. As a result of this incident, he has been under house arrest for nine months. "Is this demand a crime?" the deputy inquired.

In response, Umutkan Konkubaeva stated that it is incorrect to provide a legal assessment of actions based solely on the words of the deputy.

“I have also read about this on social media and in the media. To answer this question, it is necessary to familiarize oneself with all the materials of the case, as there are two sides: the victim and the accused. Therefore, we cannot assert whether there is a crime in this case without examining all the facts,” she explained.

Furthermore, the deputy reminded about the law on the state language adopted last year, noting that President Sadyr Japarov spoke in Kyrgyz at the UN podium, and Kamchybek Tashiev demanded that investors use the Kyrgyz language.

“I believe it is wrong to sue people who demand service in the Kyrgyz language. I urge entrepreneurs in the service sector to respect the Kyrgyz language and contribute to its development. They live in Kyrgyzstan and should treat our language with respect,” the parliamentarian emphasized.
