
An article on VB.KG titled "Fair participants in Bishkek await clarifications and assistance from the tax service" highlights the innovations that came into effect on January 1, 2026. The changes concern the procedures for registering and conducting business, paying taxes, as well as issues related to opening individual entrepreneurs (IE), patents, and QR codes.
An information platform was organized at the fair, where representatives of government agencies and NGOs were invited to provide current information and clarifications. GNS specialists answered numerous questions and discussed the tax changes that participants can expect in 2026.
Aibek Mamatov, head of the GNS methodology department, noted that communication with farmers and sellers proved to be very important and necessary. He emphasized that their goal at the fair was to help participants understand how to conduct business legally, whether it involves selling their own goods or products purchased from producers.
Particular attention was paid to the new requirement that came into effect at the beginning of 2026, which prohibits individuals from using personal QR codes in commercial activities. Mamatov explained that for legal entrepreneurial activity, it is necessary to open a settlement account for individual entrepreneurs in a bank and obtain the corresponding QR code, which will be linked specifically to that account. Such a code can be used both at fairs and in other retail locations.
Additionally, participants were informed about the procedures for online registration of individual entrepreneurs and obtaining patents, which are available in electronic format with internet access and an email address.
Questions also concerned the taxation of agricultural producers. Mamatov noted that those who grow their own products are exempt from taxes, which has been a valid norm for many years. The state supports farmers, livestock breeders, and beekeepers, considering the agricultural status of the country.
The issue of reporting was also discussed, with beekeepers asking about the necessity of submitting reports while working at apiaries. Mamatov clarified that if there is no activity, zero reports are not required, and reporting is only required for actual entrepreneurial activity, which begins at the moment of product sales.
Taxes are paid according to the location of the business. For example, the fair at Turdakun Usubaliev Square belongs to the Pervomaisky district, while the fair in the Vostok-5 microdistrict belongs to the Sverdlovsky district.
