In Kyrgyzstan, tracking of shipments using navigation seals will begin on February 11.

- In Kyrgyzstan, the first phase of mandatory use of navigation seals, intended for monitoring cargo transportation across the territories of several EAEU member countries, will begin on February 11, 2026, according to information from the State Customs Service under the Cabinet.

The national operator for tracking transportation within the EAEU has been designated as JSC "State Customs Infrastructure".

Monitoring of cargo will be carried out around the clock by the monitoring and analysis center of the national operator using an information system and navigation seals, which will be applied to the locking devices of cargo compartments. This will ensure control over the route of vehicles and a quick response to emergency situations.

The process of applying the navigation seal will take no more than 15 minutes on the part of the operator.

According to information from the EEC, the implementation of navigation seals will occur in three phases:

1) sanctioned goods and certain types of excise goods, such as alcohol and tobacco,

2) clothing, footwear, and equipment transported by road,

3) nicotine-containing products and nicotine raw materials, which will also be transported by road and exported from the EAEU territory.

The State Customs Service noted that the goal of implementing navigation seals is to increase the transparency of cargo transportation, simplify control procedures, and reduce delivery times for cargo by both road and rail transport.

Background

The agreement on the implementation of navigation seals for tracking cargo transportation within the Eurasian Economic Union was signed on April 19, 2022, in Moscow. In January 2023, Kyrgyzstan completed the ratification process of this agreement.

It is expected that the implementation of seals will take place in three phases and will last 1.5 years.

In the first phase, navigation seals will be used for several groups of goods.

Initially, these will be sanctioned and certain types of excise goods, including alcohol and tobacco, which will be transported in accordance with customs procedures for transit and export, as well as within the framework of mutual trade between member states.

The second phase includes clothing, footwear, and equipment, which will be transported by road in accordance with the customs transit procedure.

The third phase covers nicotine-containing products and nicotine raw materials, which will be exported from the EAEU territory using the customs export procedure.

From December 1, 2025, to January 15, 2026, the use of navigation seals will begin for road transport between Kyrgyzstan and Kazakhstan as part of a pilot project.
