The system was created by the state institution "AgroSmart," which is part of the structure of the Ministry of Water Resources, Agriculture, and Processing Industry of the Kyrgyz Republic.
AIS "Subsidy" simplifies and accelerates the process of submitting, reviewing, and accounting for applications for state support by seed producers, as well as ensuring the monitoring of seed movement and control over their targeted use.
The ministry emphasizes that the new system will increase the level of transparency in procedures, reduce corruption risks, and provide the formation of analytical reporting in real time.
Key functions of AIS "Subsidy"
- online registration and identification of users with access restrictions (for seed production enterprises, agricultural producers, district commissions, and the Department);
- submission and management of electronic applications with automatic verification of the provided data;
- electronic document flow using digital signatures;
- conducting online meetings of commissions with the formation and signing of electronic protocols;
- monitoring the movement of seeds, including inter-district supplies and logistics issues;
- creation of electronic acts on the targeted use of seeds with photo and GPS fixation;
- centralized electronic archive and analytical reporting.
