The purpose of this document is to create a legal framework that promotes the development of domestic seed production, which includes:
- improving the seed production system, increasing the volume of certified seed production, and providing farms with high-quality seed and planting materials.
The ministry emphasizes that an organized seed production system is necessary to obtain high-quality varietal seeds of agricultural crops.
According to the justification note, the current regulatory framework in the field of seed production requires a fundamental revision in line with market conditions.
The law "On Seeds," adopted on June 19, 1997, is outdated and does not meet modern requirements for improving seed quality control and supporting seed production farms.
According to specialists from the Ministry of Agriculture, the adoption of this draft law will provide rural producers in the republic with the opportunity to purchase certified varietal planting material for fruit and berry crops from local seed production farms.
Currently, there are 86 seed production farms operating in the country, including 1 joint-stock company, 46 agricultural cooperatives, 7 state enterprises, and 32 farms.
Every year, seed production farms sow between 9,500 and 10,000 hectares for the production of agricultural seeds, producing about 7,000-7,400 tons of wheat, 7,800-8,000 tons of barley, 21-23 tons of rice, 3.5-4.0 tons of safflower, 550-580 tons of cotton, 6,500-7,000 tons of potatoes, 92-95 tons of alfalfa, and 165-170 tons of sainfoin.
According to data, seed production farms in the republic cover only 18-20% of the demand for certified seeds for winter sowing of cereal crops.
