These revenues are expected to account for more than half (55.5%) of the total non-tax revenues of the budget.
According to the classification of the Ministry of Finance, the income category "Dividends and Profits" of the republican budget includes:
- dividends from state and municipal shares;
- profits of the National Bank of the Kyrgyz Republic;
- profits received from state and municipal enterprises.
According to the Ministry of Finance, in 2025, it was expected that revenues from dividends and profits would amount to 15.3 billion soms. The appendix to the approved budget for 2025 only indicated the amount of dividends, without accounting for profits from the National Bank.
In fact, the republican budget received 76.4 billion soms in 2025 in the form of dividends and profits, including:
• dividends from shares - 29.9 billion soms;
• profits of the National Bank - 45.7 billion soms;
• profits from the sale of assets of the State Fund for Precious Metals and Stones - 0.9 billion soms;
• transfer of profits from state and municipal enterprises - 0.003 billion soms (with most of these enterprises temporarily exempted from the obligation to transfer profits to the budget).
